As a result, the men and women who worked for the Social Service Department rarely took the issue of class seriously and focused without any qualms on serving the middle class.

Catholic Charities weathered the storm of the Depression not by competing with, but by harnessing itself to, the welfare state. Catholic leaders, both those who supported the welfare state and others who retained reservations about it, accepted the increase in public funds as an opportunity to expand their programs for Catholics.
